One must firstly acknowledge that the Institution's environment is the foundation of risk management, providing the underpinning culture, discipline and structure that influence how strategy and objectives are established, how Institutional activities are planned and executed and how risks are identified, assessed and acted upon. By implication poor planning contributes to a risky environment as organizational activities and operations are a subject of its plans, while new requirements, changes in the regulatory environment and municipal environment in general bring about their own risk requiring a deliberate and systematic effort to identify and document the Institution’s key risks.
The first step in addressing risk in any organization to address the following:
a) Is the organization operating within its
Constitutional mandate;
b) Is its value system founded on batho pele
principles;
c) Is the workforce possessing the relevant competencies
required to execute it’s mandate;
d) Are adequate delegation of authority implemented;
e) Are the staff members accountable and also made to account for their actions or lack thereof;
f) Is adequate performance management implemented; and
g)Is there an appropriate organizational structure
supported by basic financial and management systems underpinned by risk
management and internal controls.
