Findings and testimonies of our latest Local Gorvenment Budgeting Workshop

In our latest workshop on improving the quality of reporting in local gorvenment, starting from IDP to budget and the incorporation of balance sheet budgeting,  it came as a recommendation that all staff participate in such workshops as the outcomes of the reports are as a result of various sections in the municipality, the lack of understanding of the impact of one municipalities report on the Provincial and National reports perpetuates bad habits hence this understanding by the workshop attendies encouraged them to go back and correct the errors as they understood the importance of their work. This further backs the recent study of what employees value the most at work which include the following: 1. Appreciation  2. Inclusion  3.Trust  4. Development  5. Rewards  6. Empowerment  7. Mentoring 8. Promotion 9. Challenges  10.Career opportunities. Our workshops provided them the much needed 'Empowerement' which gave them the confidence to look into correcting their errors which also represented a 'Challenge' to be resolved, whilst in a way they felt valuable when they saw how their jobs contribute to the operation of the municipality which could highlight the 'Trust' municipal management has in them, we could also indicate that our workshops will surely results in their career development because of the enhancement in skills they will eventually portray once they implement our recommendations.

PURPOSE  OF THE QUALIFICATION
Purpose: The purpose of this qualification is to prepare a learner to function as a Municipal Finance Manager. A Municipal Finance Manager leads, manages, implements, oversees, reports, and takes accountability and responsibility for the budget, financial and general matters of the Municipal Finance Management Act (MFMA) and supporting legislations thereof.

A competent learner shall demonstrate among others the following attributes: honesty, punctuality, initiative, critical analysis, integrity, ethical, etc.

A qualified learner will be able to:

  • Develop financial management policies in accordance with applicable legislation.

  • Contribute towards good corporate governance and risk management.

  •  Uphold the audit and assurance processes.

  • Analyze the municipal plans and provide strategic advice and direction on the allocation of the budget to planned service delivery priorities.

  •  Lead and manage financial and performance reporting processes to support accountability.

  • Oversee the effective and efficient preparation and implementation of the municipality's annual budget. Oversee the supply chain management process.


Entry Requirements
The minimum entry requirement for this qualification is: • NQF Level 6 qualification in Economics/Accounting/Finance.
